Responsibilities
The Market Program owns market-level state: bounds, lifecycle status, resolution schedule, and configuration required by the other Programs.
MVP creation
MVP Market creation is permissioned. LIME/Admin creates Markets and explicitly activates them.
Activation
A Market must be Active before Orders or Trade Execution are allowed. Minimum Participants is a post-MVP design topic.
